Cape Girardeau man accused of 'capping a bet' at casino | Crime
CAPE GIRARDEAU, MO (KFVS) - A Cape Girardeau man was arrested December 14 around 7:30 p.m. after officers say he was capping a bet at a blackjack table at Isle of Capri Casino.
Roger C. Arpin, 66, was arrested for violation of laws pertaining to river boat gambling.
The Missouri State Highway Patrol says Arpin was seen capping a bet, or adding to his bet after the cards were already dealt, at a blackjack table around 6:30 p.m. and he received a payout for his winning hand.
Officials say around 7 p.m. Arpin was seen capping another bet at the blackjack table and the dealer did not see Arpin cap that bet. They say Arpin finished that hand, which he did not receive a payout for.
MSHP says video footage of the violations were obtained by the Surveillance Department.
